    Most local and state gov do not require a business license for online businesses.However it would not hurt to check, as some may, depending on your local and state gov. If you are planning to make income from your site,you should, you will need a Fed ID number. You can get that from USA.gov.
    One thing you may want to consider first is to contact a lawyer and get advice about personal liability. That can be important depending on the type of online business you are starting.

    Having a business start up plan is important. Search the web for one that will best suite your business.
